			<content:encoded><![CDATA[<p>Hang on to your wallets! Former supervisors Catalino and Pordum left the new town board a belated Christmas gift. The box of coal was a HUGE unpaid bill due to the Erie County Water Authority. (ECWA)</p>
<p>The TownOfEvans.com obtained 60 pages of information regarding the town&#39;s account with the ECWA. Two pages below show that the ECWA forgave $45,000 of the bill in 2008 and that former Director of Finance Charles Katra was informed in writing that<strong><span style="color: rgb(255, 0, 0);"> under the law, the ECWA COULD NOT forgive any more of the outstanding balance. </span></strong>Katra should have paid the bill in 2008. At the very least, the payable should have been disclosed during the 2009 budget process.</p>
<p>The last document shows <strong><span style="color: rgb(255, 0, 0);">the town owes ECWA $159,920.80 </span></strong>in late fees and late fees on late fees. Word out of town hall is the actual amount owed ECWA is much <span style="color: rgb(255, 0, 0);"><strong>more than $160,000</strong></span>.</p>
<p>Catalino / Pordum / Katra / Eszak should be held accountable for their roll ( <a href="http://en.wikipedia.org/wiki/Misfeasance" target="_blank">malfeasance</a> ) regarding this unpaid bill.</p>
<p>Hopefully, the state auditors caught this unpaid bill and made recommendations.</p>
<p>Catalino / Pordum / Katra / Eszak all own houses in Evans. Wouldn&#39;t it be great if town could divide bill by four and put&nbsp;an equal share on each former officials tax bill?</p>
<p>How better to pay this bill? The four men that didn&#39;t do their jobs or Evans water customers?</p>

The state comptroller&#39;s audit will be released in the next few months. <p>The Town of Evans is broke. It&#39;s time to start making some hard decision now so fewer harder decision have to be made at budget time.</p>
<p>For 16 years, Evans Taxpayers made sacrefices to pay the town&#39;s bills.</p>
<p>Now it&#39;s time to consider $1.00 in &quot;real&quot; spending cuts for every dollar in tax increases.</p>
<p>The &nbsp;&quot;<strong><span style="color: rgb(255, 0, 0);">Rendezvous With Reality</span></strong>&quot; is weeks away.</p>
<p>It&#39;s time to start planning for that day.</p>

<p><b><font size="4">Budget Propositions 2012 </font></b></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">Aside from publicizing the &quot;public notice&quot; and scheduling a public hearing for the school budget vote as required by NYS Education Law, the Lake Shore School District has failed to offer any additional information on their requested expenditures. </font></font></p>
<p><b><i><font face="Calibri,Calibri" size="4"><font face="Calibri,Calibri" size="4">Taxpayers. Did you know? </font></font></i></b></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">1. The Lake Shore School District hasn&rsquo;t disclosed the &quot;current&quot; school tax rate. Furthermore, the district has yet to announce how the school tax rate will be increased or decreased by proposition #1? </font></font></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">2. The Lake Shore Central District is offering, for a third time, a proposition on bus &amp; equipment purchases. How will this proposition increase or decrease the school tax rate? Since bus purchases are an aidable expenditure, what is our aid ratio? What is the balance of the equipment purchase that is not aidable? Is the district planning to amortize the balance over a five or ten year period? The taxpayers would like to know! </font></font></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">3. In a recent Hamburg Sun article, the Assistant Superintendent of Finance, Mr. Dan Pacos stated the tax increase for the special election last month would result in a &quot;negligible&quot; increase in the tax rate. What is negligible? 2% or 17%? The taxpayers would like to know! </font></font></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">4. The student population in the Lake Shore School District continues to decline. What is our current population and how does it relate to a trend over the last five years? The taxpayers would like to know! </font></font></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">5. Based on a decline in population, the need for &quot;replacement&quot; or &quot;additional&quot; buses is a cause to question this proposition. Why hasn&rsquo;t the Lake Shore Central School District funded a financial study of our transportation department. Is it cost effective to be in the business of servicing buses, changing oil, tires, inventory replacement parts and purchasing new capital equipment to diagnosis these &quot;new&quot; state of the art buses? The taxpayers would like to know! </font></font></p>
<p><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">6. </font></font><font face="Calibri,Calibri" size="3"><font face="Calibri,Calibri" size="3">In June of each school year, school districts finalize their budgets. A comparison of the advertised school tax rate is compared to the &quot;actual&quot; calculation of the school tax in order to set the tax levy. As a result of good fiscal accountable by a school, districts announce their school tax while most districts set a levy &quot;BELOW&quot; the percentage advertised during the school budget vote. Given the actual state aid figure, finalizing the assessments and equalization rates permit the school district to set a true school tax levy to support programs and services. As this percentage is set, districts compile their reserve fund activity. Why hasn&rsquo;t the Lake Shore Central School performed this calculation, informed the public and made some public attempt to justify their &quot;propositions&quot; as it pertains to finalizing the school tax levy? How much money is in reserves? What dollar amount is the district offering to budget for either budget proposition? The taxpayers would like to know! </font></font></p>

<p>Next they signed defensive lineman Mark Anderson for $27,500,000!</p>
<p>What&#39;s unwritten is that two underperforming players will be unemployed.</p>
<p>A business associate accepted&nbsp;a new job. Owners set goals that had to be reached by March 30th. The goals were not reached and the business associate&#39;s employment was terminated March 31st.</p>
<p>Lori&nbsp;Szewczyk&#39;s record as Director of Community Development&nbsp;would get someone fired in the real world.</p>
<p>Businesses that left Evans under her watch ( and can never be replaced ) include: (but not limited to)</p>
<p>Evans Bank Corp HQ<br />
	New Era HQ<br />
	H&amp;K Industries<br />
	Burger King<br />
	Grandview Drive-In</p>
<p>US Census figures show that 1,238 people left Evans.</p>
<p>The&nbsp;Walmart fiasco cost Evans taxpayers thousands of dollars with Evans gaining a vacant lot to replace the Grandview Drive-In.</p>
<p>Lori Szewczyk was a HUGE supporter of flimflam man Mark Yellen&#39;s attempt to privatize the Wendt Mansion.</p>
<p>Lori Szewczyk will list as an accomplishment her work on the Lake Erie Beach Revitalization Program. Isn&#39;t it ironic that she sold her house in Lake Erie Beach and moved to North Evans?</p>
<p>As Director of Community Development, it&#39;s&nbsp;Lori Szewczyk&#39;s job to monitor bank foreclosure (HUD) and tax delinquent properties.</p>
<p>She purchased a house from a seller that months earlier purchased the property from HUD. Laurie Szewczyk purchased a house for $155,000 that HUD sold a few months earlier for $61,555!!!!</p>

<p>The Town of Evans should adopt a local law requiring that all professional services anticipated to be over $10,000 a year be put out to bid.</p>
<p>If Evans truly has open government, town officials will release documents showing how much every professional services firm was paid for the last ten years.</p>
<p>Under NYS Law, Taxpayers are entitles to know how there money was spent.</p>

<p>There has been no updates by the town regarding repayment of the $1,200,000 loan payable by the end of this year.</p>
<p>Town officials have many difficult decisions to make in the near future. The town is waiting&nbsp;for the state auditor&#39;s report. Town officials already know that significant amounts of Evans Taxpayer&#39;s money was improperly spent. The town board should reduce &quot;real&quot; spending ASAP to lessen the future impact of correcting 16 years of financial mismanagement.</p>
<p>A truly open government would keep Evans Residents up to date on the Town&#39;s financial matters.</p>

<p>The Town board should consider a local law requiring financial reporting to the public on a quarterly basis. The town accountant attends most town board meetings. There&#39;s no reason why he can&#39;t keep residents updated.</p>
<p>All Evans Taxpayers will be paying higher taxes while receiving few services. Taxpayers should have input during this decision making process.</p>

			<content:encoded><![CDATA[<p>When you overlay wetlands maps over the town&#39;s tax map (see below) it it clear that a significant percentage of the proposed project area contains wetlands. A close look also shows that previous development skirts but does not contain any of the designated wetland area.</p>
<p>Access to this parcel from South Creek Road would require construction in wetlands.</p>
<p>The town should require a positive SEQR so residents concerns can be addressed via public meetings before this project is approved.</p>

<p>The property is zoned farmland. Why wasn&#39;t this property rezoned via a public process with input from the public as required by state law? Runoff from this site likely reaches Little Sister Creek affecting numerous Evans Residents. There are designated wetlands all around this site. (See illustration below)</p>
<p>The images below show a considerable amount of activity is a short period of time. Where any plans submitted to town? Were plans approved by the town board?</p>
<p>The&nbsp;town&#39;s comprehensive plan includes maps that don&#39;t show the federal wetlands and tributaries of Little Sister Creek were removed. Both would be important factors when considering allowing the current actively at the Union Concrete site. Which town employee(s) removed these items from the official town maps?</p>
<p>Residents in this area don&#39;t have town water. How is the water supply being affected in this area?</p>
