Fran Pordum claims the proposal to eliminate the Tax Receiver’s position is not about politics. Lets look at his claims:
- 1) Pordum claims it’s not about politics, if true, it would easily be proved by posting the minutes of meetings where his proposal was discussed with the four councilman, town clerk and receiver of taxes. Meetings should have included the town clerk who could have easily taken minutes. The troubling fact is that the Town Clerk and Receiver of Taxes weren’t consulted before Pordum made this decision.
2) Good Government? Pordum didn’t not even talk to Town Clerk and Receiver of Taxes before he made the decision.
3) $130,000 savings? Pordum has refused to provide details documenting his claims. At best, the gross savings would be the salary and benefits paid to the receiver of taxes. What Pordum does not explain is there will be costs associated with the merger that are not funded in his 2010 tentative budget. There are training costs, many operational costs in last years budget do not appear in Pordum’s 2010 Tentative budget. EXAMPLE: Even after the take over of the water dept by Erie County Water Authority (ECWA), Evans will still be billing a few hundred water customers not covered by the takeover. This is a cost not budgeted in Pordum’s budget. At best, Evans Taxpayers would be lucky to break even, a $130,000 savings in the first year is smoke and mirrors if not an out right untruth.
4) Fact: The only position Pordum wants to eliminate is that of a political rival. That’s pure politics. If Pordum really wanted to save money by eliminating paid positions, a fair question would be why none of the water department employees will become employees by the ECWA after the merger. This is a huge cost to taxpayers that Pordum won’t discuss publicly. Political cronie Kathleen M. Karyczak (Former Supervisor Catalino’s secretary / Secretary Evans Committee / Secretary Evans Democratic Club) is currently a clerk in the assessor’s office. She was hired before taking the civil service test. After finally taking the test, she didn’t finish high enough to keep the position. Pordum is putting taxpayers at risk for a lawsuit from the more qualified applicants. Is this good government or just pure politics? It’s easy to see that Pordum just wants to eliminate the job of a republican rival.
5) Pordum came out of retirement to run for Evans Supervisor. ( He get’s a $53,904 teacher’s pension – Click Here! ) What gives him the right to determine when another town employee should retire? This is not good government – this is pure politics!
6) When Buffalo’s McCarty Gibson ( Click Here) got into trouble for “Double Dipping”, TownOfEvans.com sent a Freedom of Information request to the NYS Department of Civil Service on 5-4-2009 to find out if Pordum filed the proper paperwork. HE DID NOT!
Below is the reply:
In response to your request for documents, the Department of Civil Service has searched its files and has found no documents related to a 211 waiver request for Francis J. Pordum. If you have questions, you may contact the Public Information Office at 518 457-9375

Gipson could be required to repay well over $120,000 in pension payments — or possibly forgo even more. The NYS Department of Civil Service should determine if Fran Pordum owes any money.

Fran Pordum has been a political animal his entire working career. Before you take his word for a $130,000 savings in a departmental merger, ask for some proof.
